Working with Government
The mechanism for the Government programme is delivered by the Indigenous Procurement Policy (IPP), a Commonwealth Policy, and the Aboriginal Procurement Policy (APP), a State Government policy.
All States and Territories currently have equivalent Indigenous incentive policies in place, however as our practice is located in Sydney in this article we will focus on the NSW Government Aboriginal Procurement Policy.
From January 2021 both State and Federal Governments have mandatory targets to procure with verified Indigenous businesses.
Federal Government Targets
The Commonwealth has two targets for purchasing from Indigenous businesses:
Volume target – the equivalent of 3% of the number of eligible procurements are awarded to Indigenous enterprises each financial year.
Value target – the equivalent of 3% of the value of eligible procurements are awarded to Indigenous enterprises each financial year (from 1 July 2027). From 1 July 2019, a series of progressively increasing value targets apply, up to a maximum value in 2027-28 (outlined in more detail on page 12 of the IPP).
To encourage the broadest possible application of the IPP, Portfolios may count a range of procurement and purchases with Indigenous enterprises against their targets including:
Direct contracts and purchases – awarded to an Indigenous enterprise by an entity within their Portfolio.
Subcontracts – awarded to an Indigenous enterprise that directly relate to the goods and services contracted by an entity within the Portfolio.
Multi-year contracts – A multi-year contract awarded to an Indigenous enterprise can count towards a portfolio’s volume-based target for each year the Indigenous enterprise receives revenue under the contract.

3000 full-time equivalent employment opportunities for Aboriginal and Torres Strait Islander people through NSW Government procurement activities
The APP applies to the procurement of goods, services and construction by all NSW Government agencies.

This framework comprises of engineering design procedures which parallel a systems engineering methodology that assure that asset solutions designed and selected are fit for purpose, feasible, reliable, available, maintainable, and safe for their intended design life. It is these systems which assure systematic and logical problem solving approach to project delivery and design excellence.
